Ramona Municipal Water District

District Organization and History

The Ramona Municipal Water District, located near the geographical center of the San Diego County, was formed on August 15, 1956, as a publicly-owned special district. The District provides water, sewer, fire protection, emergency medical services and park services to the public. The District's boundaries extend approximately 75 square miles, with an estimated current population of 35,000.

In 2005-06, the District delivered approximately 6,893 acre fee of potable water and 4,174 acre feet of non-potable water to 9,500 customers.  Water is supplied for both residential and agricultural use from the San Diego County Water Authority (CWA).

In 1982, the District completed a dual water system in the Highland Valley area of Ramona, permitting delivery of untreated water to 6,200 acres of agricultural lands.

With the 1988 completion of Lake Ramona, a 12,000 acre foot reservoir, untreated water is purchased from CWA, pumped to the reservoir, and then sold to agricultural customers.

Sewer service is provided to Ramona customers through two treatment plants: the Santa Maria Reclamation Plant, which serves the downtown Ramona area, and the San Vicente Wastewater Treatment Plant, which serves the San Diego Country Estates.

The Fire Department was managed by the District until July 1, 1993, when the Board entered into an agreement with the California Department of Forestry & Fire Protection (CDF), to provide the fire and paramedic services.

The RMWD was authorized to provide park and recreation services in May 1975. The District owns a 166-acre park in conjunction with its well fields. Since 1994, the District has contracted with a nonprofit public benefit organization called Ramona Parks and Recreation Association (RPRA), to operate and manage the park.
