Climate Adaptation and Resilience Plan (CARP)
RMWD and the Barona Band of Mission Indians partnered with local community groups, such as the Fire Safe Council, Sustainable Ramona, the Ramona Valley Vineyard Association and others to work on a Climate Adaptation and Resilience Plan (CARP) for the Ramona-Barona region. This project was funded by a $0.6 million grant from the Governor's Office of Land Use and Climate Innovation (LCI), through its Integrated Climate Adaptation and Resiliency Program (ICARP) - Office of Land Use and Climate Innovation.
The partners solicited community input at various events in 2024 and 2025 resulting in a draft plan that was released on December 17, 2025 for a 30 day public comment period.
The final document was accepted by the RMWD Board of Directors on February 17, 2026.
