Decommissioning Timeline

The decommissioning timeline between 2019 and 2023 is available here: [2019-2023 Timeline.pdf]

  • January 2024 – The RMWD Board approved decommissioning the untreated system without charging customers for the installation of the treated water lateral for an equivalent size water meter and lateral to their existing untreated water meter and lateral, to proceed with decommissioning the Woodson Pressure Zone, and to delay decommissioning the other zones until the Woodson Pressure Zone is fully decommissioned. Discussion included the possibility that the some of the lower zones may not be able to be decommissioned without capital improvements for fire flow and that additional analysis is needed.
  • June 2024 – Based on the January 2024 Board action, District staff issued letters with refund checks to those who were charged for meter laterals between March 2020 and December 2023.
  • January 2025 – District staff will be issuing letters to those in the Woodson Zone that still have untreated water meters with a deadline to respond to the District regarding whether each customer would like to have their meter abandoned or whether a new service should be provided. Failure to respond by the deadline will result in meter abandonment.

Pumping Rate Charges Timeline

  • February 2020 - The RMWD Board approved a public notice of its intent to charge two separate pumping rates for treated and untreated water.
  • April 2020 - The RMWD Board approved separate pumping rates for treated and untreated water. Prior to adoption of the new rates, the combined pumping rate was $0.99 per acre foot. The proposed pumping rates starting July 1, 2020 for treated and untreated water were $0.98 per acre foot (AF) and $1.32 per AF, respectively.
  • March - May 2023 – The RMWD Board began discussing whether the two pumping rates should be unified into one pumping rate at the March 14th Board meeting. Discussion continued at the April 11th Board meeting and the combined rate effective April 1, 2023 was set to $0.98 per AF at the May 9th Board meeting by repealing the ordinance passed in 2021.
  • July 2023 – The District’s combined pumping rate was raised to $1.31 per AF.
  • July 2024 - The District’s combined pumping rate was raised to $1.47 per AF.
